二 | 一是健全自然资源要素保障政策体系。以全域全类型全流程国土空间治理改革为牵引，依托“1+N+X”改革制度框架，持续完善“四位一体”要素保障体系，实现增量精准投放、存量盘活挖潜、专项统筹保障、反向约束倒逼，推动要素向优势地区和鼓励产业集中。创新建设用地指标管理方式，实行增存挂钩、规划期总量管控、跨年度灵活调配，坚持指标跟着项目走，对国家和省重大项目实行应保尽保。完善用途管制规则，实行分区分类精细化管理。
三 | 二是深化自然资源要素保障服务体系。充分发挥“厅领导分片包干+业务处室‘一对一’帮服+服务专员蹲点服务”立体化帮服机制，从纵向帮服向横向联动拓展，持续做实“店小二”工作专班。将国家和省发展规划，以及省级专项规划确定的重大项目，统筹纳入自然资源“一张图”平台推进落地。
四 | 持续深化用地用林用海用矿联合审批，大幅压缩审批时限，提升重大项目审查报批效率。迭代升级“自然资源超市”，实现全域全类型资源要素线上公开展示、精准匹配；推广交地即交证、交海即交证、带方案出让等改革举措。推进盘活批而未供、闲置低效土地，深化农村集体土地管理，同步保障新型城镇化、乡村振兴、和美海岛建设等空间需求。 三是完善自然资源要素市场化配置体系。搭建全省统一的自然资源要素大市场，打通一级、二级市场，推动资源要素全流程电子化交易。
五 | 建立城镇开发边界省级指标库，健全指标跨市县交易机制，推动建设用地增减挂钩、耕地占补、自然岸线占补等指标在全省范围内流转。创新产业链供地，推进自然资源资产组合供应，支持土地混合开发、空间复合利用和土地用途依法合理转换。稳步推进集体经营性建设用地入市。
六 | 充分发挥市场在资源配置中的决定性作用，促进要素向优势地区有序自由流动。 四是推进建立自然资源全要素监管体系。建设“自然资源要素全生命周期监管系统”，全面打通“批、供、用、管”等各环节业务壁垒与数据断点，实现数据联动共享，构建全流程闭环监管体系。开展项目选址前期策划生成，提前有效避让红线和底线要素；实行用地报批智能核验，严守建设用地合规性审查要求；建立“批供”联动机制，开展供地方案智能审查与线上闭环交易，实现用地批供精准匹配；对于逾期未开工、土地闲置的项目，落实智能预警、原因核查、整改销号、溯源追责的闭环管理机制，有效避免“批而未供、供而未用、闲置低效”等问题。
